Section 1 - Affirmation and Ratification of State Participation in the Astorian Institution
Die Generalversammlung befürwortet das Engagement des Free State of Freeland an der „Astorian Institution for the increase and diffusion of knowledge among men“ und ratifiziert dessen Gründungsvertrag.

Section 2 - Incorporation
Section 3 des Freeland Regions and Representation Act wird hiermit ersatzlos gestrichen.

Section 3 - Financing
Die Generalversammlung billigt den finanziellen Beitrag Freelands am Gründungskapital der Astorian Institution in der Höhe von $ 98.000.000,00 und ermächtigt das State Government diesen zu leisten.

Section 4 - Coming into Force
Dieses Gesetz tritt mit seiner Verkündung durch den Gouverneur in Kraft.
