An Act to close the loopholes in the Separation of Politics and the Civil Service of the United States.

Section 1 - Amendment of the Federal Employees Act
(1) In Chp. I Sec. 3 Ssc. 1 des Federal Employees Act werden hinter dem Wort "Representative " die Worte

oder zum Vorsitzenden des Parlaments eines Bundesstaates

ergänzt.
(2) Chp. I Sec. 3 des Federal Employees Act wird um eine Ssc. 4 ergänzt:

(4) Wer ein ein exekutives oder judikatives Amt eines Bundesstaates, das Amt eines Senator oder Representative oder den Vorsitz des Parlamens eines Bundesstaates innehat, kann nicht in ein Dienstverhältnis zum Bund berufen werden.

Section 2 - Coming-into force
(1) Dieses Gesetz tritt entsprechend der verfassungsrechtlichen Vorgaben in Kraft.
(2) Wer vor Inkrafttreten dieses Gesetzes in ein Dienstverhältnis zu den Vereinigten Staaten berufen wurde, in das er nach der nunmehr geltenden Bestimmung der Chp. I Sec. 3 Ssc. 4 Federal Employees Act nicht hätte berufen werden können, ist durch seinen Vorgesetzten unverzüglich zum Rücktritt vom unvereinbaren Amt aufzufordern und bis dahin zu beurlauben oder auf sein Ersuchen aus dem Dienstverhältnis zu entlassen.

Be it enacted by the Senate and House of Representatives of the United States of Astor in Congress assembled:

An Act

To prevent Federal Agencies from disregarding Congressional Questionings, and for other purposes.

SECTION 1. SHORT TITLE, APPLICATION.

(1) Dieses Gesetz soll als „Strengthening Congressional Inquiries Act“ bezeichnet werden.
(2) Alle Änderungen in diesem Gesetz beziehen sich auf Artikel VI des Congressional Committees, Investigations, and Questioning Act i. d. F. vom 28.01.2019.

SECTION 2. CONTEMPT.
(1) Sec. 2 wird durch folgendes ersetzt:

(1) Ein Verfahren vor einem gemäß Sec. 4 zuständigen Bundesgericht wegen eines Verstoßes gegen diesen Artikel ist ausschließlich durch Beschluss des Kongresses ([Joint] Resolution to hold [Name] in Contempt of Congress) einzuleiten.
(2) Auf Grundlage eines Beschlusses des Kongresses nach Ssc. 1 ist das Kongresspräsidium überdies und unabhängig vom Strafverfahren ermächtigt, ein zivilrechtliches Verfahren zum Zwecke der Erzwingung einer Verpflichtung nach diesem Gesetz einzuleiten.
(3) Ein zivilrechtliches Verfahren im Sinne von Ssc. 2 kann, unabhängig von einem Beschluss nach Ssc. 1, auch durch den Sitzungsleiter einer Kammer oder den Vorsitzenden eines Ausschusses aufgrund eines Beschlusses dieses Organs eingeleitet werden, soweit dieses Organ betroffen ist.

(2) In Sec. 3 wird „Klasse B“ durch „Klasse A“ ersetzt.

SECTION 3. COMPENTENT COURT.
In Sec. 4 wird „Federal District Court for the District of Astoria State“ durch „Bundesdistriktgericht für den zweiten Distrikt“ ersetzt.

SECTION 4. FINAL PROVISIONS.
Dieses Gesetz tritt mit seiner Verkündung in Kraft.

JOINT RESOLUTION CONCERNING THE EXECUTIVE ORDER 64 ABOUT THE RECRUITMENT OF THE U.S. MILITARY

The Senate and the House of Representatives in Congress assembled,
feststellend, dass die durch die Präsidentin der Vereinigten Staaten erlassene Executive Order 64 in Teilen die grundverbrieften Rechte unserer Verfassung auf persönliche Freiheit, Gleichheit vor dem Gesetz und die freie Entfaltung zum Erstreben und Erlangen von Glück und Sicherheit einschränkt
erkennend, dass dadurch die Regierung in unverhältnismäßiger Weise die Verfassung der Vereinigten Staaten ignoriert und bricht,
gewillt, diesen Verfassungsbruch nicht hinzunehmen,

beschließen, dass der Kongress
1. sich zu den verfassungsrechtlich verbrieften Grundrechten auf persönliche Freiheit und Gleichheit vor dem Gesetze bekennt,
2. feststellt, dass die Regierung der Vereinigten Staaten den Schutz von Minderheiten in nicht zu tolerierender Art und Weise unterlässt,
3. Homophobie als Diskriminierung keinen Platz in der Gesamtastorischen Gesellschaft hat und diese scharf zu verurteilen ist

Wenden sich an die Präsidentin und fordern sie auf, dass sie die Executive Order 64 einer grundlegenden Überarbeitung unterzieht und insbesondere das Ausschließen psychischer Störungen für den Dienst in den Streitkräften prüft und überarbeitet, so dass diese sich auf Basis faktenbasierter Erkenntnisse stützt und medizinisch belegbar ist,

Vereinbaren, die Möglichkeiten der U.S. Präsidenten aufgrund von Ordnungserlassen diskriminierend gegen Minderheiten im Land vorgehen zu können, durch zügige gesetzgeberische Tätigkeiten zu unterbinden.

To ensure the strong and rightful prosecution of Stalking.

Be it enacted by the Senate and House of Representatives of the United States of Astor in Congress assembled,

SECTION 1. SHORT TITLE.

Dieses Gesetz soll als „Prosecution of Stalking Act“ bezeichnet werden.

SECTION 2. AMENDING THE FEDERAL PENAL CODE.

(1) Dem Federal Penal Code wird unter Chp. 1 Art. II folgende Sec. 10 neu eingefügt:

Sec. 10 Restraining order

(1) Bei Delikten nach Chp. 2 Art. II, III, IV und VI kann das Gericht - ohne gesonderten Antrag - mit seinem Urteil eine Kontaktsperre gegen den Verurteilten verhängen, die diesem jeglichen Kontakt zum Geschädigten untersagt.

(2) Dauer, Umfang und Ausgestaltung dieser Kontaktsperre obliegen dabei dem Gericht. Eine vorzeitige Aufhebung einer solchen Kontaktsperre kann ausschließlich mit Zustimmung des Geschädigten erfolgen und soll keinesfalls eher möglich sein, als das doppelte des verhängten Strafmaßes andauern würde.

(2) Dem Federal Penal Code wird unter Chp. 2 Art. VI folgende Sec. 4 neu eingefügt:

Sec. 4 Stalking

(1) Stalking ist das unerwünschte, beharrliche Nachstellen einer anderen Person, das dazu geeignet ist, die Lebensführung dieser Person zu beeinträchtigen. Es umfasst das beharrliche Aufsuchen räumlicher Nähe sowie regelmäßige unerwünschte Kontaktaufnahme.

(2) Stalking ist ein Vergehen der Klasse A.

(3) Erleiden das Opfer oder eine ihm nahe stehende Person durch die Folgen der Tat eine schwere Verletzung, oder geraten in die Gefahr des Todes, so ist es ein Verbrechen der Klasse D.

(4) Verursacht die Tat den Tod des Opfers oder einer ihm nahe stehenden Person, so handelt es sich um ein Verbrechen der Klasse B.

SECTION 3. COMING-INTO FORCE.

Dieses Gesetz tritt entsprechend der verfassungsrechtlichen Vorgaben in Kraft.

SECTION 1. SHORT TITLE.

Dieses Gesetz soll als „Congressional Officers Accountability Act“ bezeichnet werden.

SECTION 2. AMENDING THE CONGRESSIONAL ORGANIZATION ACT.

(1) Chp. 1 Sec. 1 des Congressional Organization Act wird wie folgt um die Ssec. 3, 4 und 5 erweitert:

(3) Die durch dieses Gesetz errichteten Legislativbehörden sind beiden Kammern des Kongresses zugleich verantwortlich. Ihr Leitungspersonal soll dem Kongress zumindest jährlich Bericht über die Tätigkeiten der Behörde erstatten.

(4) Jedes Kongressmitglied hat das Recht Anfragen an Kongressbeamte zu ihrer Amtsführung zu stellen. Es ist dabei ein Verfahren analog des Congressional Committees, Investigations and Questioning Act anzuwenden. Die Anfragen sollen gebündelt über das Kongresspräsidium an die jeweiligen Beamten weitergeleitet werden.

(5) Jeder Kongressbeamte kann mit der einfachen Mehrheit in beiden Kammern des Kongresses oder, wenn es sich um einen Beamten nur einer der beiden Kammern handelt mit der einfachen Mehrheit derselben, seines Amtes enthoben werden.

SECTION 3. COMING-INTO FORCE.

Dieses Gesetz tritt entsprechend der verfassungsrechtlichen Vorgaben in Kraft.

In Section 10 Subsection 2 des United States Citizenship Act werden die Worte "einschließlich des Heimatstaates der Federal-ID" gestrichen.

SECTION 3. AMENDING THE FAIR ADJUSTMENT OF IDENTITY REGISTRATION ACT.

(1) Section 1 Subsection 2 des United States Citizenship Act wird aufgehoben.

(2) Section 2 Subsection 2 des United States Citizenship Act ist nicht mehr auf Section 1 Subsection 2 des United States Citizenship Act anzuwenden.

SECTION 4. COMING-INTO FORCE.
